Turn Off Parental Control
When parental controls are enabled on your iOS device, then “Screen Recording” is restricted by default. When it’s restricted, you will not be able to start screen mirroring from your iPhone or iPad device to TV.

Apple iPhone & iPad: iOS 13 Screen Recording
If you are on iOS 13, go to:
1 | Settings > Screen Time > ‘Content & Privacy restrictions’ → Content restrictions.
2 | Scroll to the bottom. There you’ll see an option called ‘Screen Recording’.
3 | Set ‘Screen recording’ to ‘Allow’.
